- Development of a Strategic Plan for the Harold B. Lee Library: A Model for the Library Public Services. Ostler, Larry Academic Libraries Higher Education Library Planning Library Research Library Services Long Range Planning Models Position Papers Research Methodology Statewide Planning Statistical Analysis A study was undertaken to develop a strategic plan for the Information Services Division of the Harold B. Lee Library (HBLL) at Brigham Young University (Utah). A secondary purpose of the study was to produce a model for strategic planning for public service units of academic libraries in Utah. A questionnaire was sent to administrators of member libraries in the Utah College Library Council (UCLC) to determine their interest in having a strategic planning model for their libraries. Data were gathered over a period of three and a half months from a planning group and subjected to basic descriptive statistical techniques. The study resulted in a strategic plan for HBLL and a planning model for the UCLC libraries. Both the plan for the division and the model were developed by using strategic planning activities: (1) identifying the mission; (2) analyzing the environment; (3) identifying current programs; (4) applying Stiener's WOTS-Up analysis; (5) developing goals and objectives in support of the mission; (6) identifying strategies; and (7) developing the plan. This document includes an introduction; a review of the related literature; descriptions of procedures and methodology; presentation of results; and interpretation, conclusions, and recommendations. A five-page bibliography and extensive appendices are included. (Author/THC)
