The paper provides: (1) a brief history of the development of community libraries from the early 1970s to the present; (2) a list of the current community libraries; (3) the positive and negative aspects of having a community library; (4) actions a public library board should take if they are considering development of a community library; and (5) an annotated bibliography of seven works on community library failures and successes in the United States and Canada.
