  • Study of the Office of County Superintendent. Administrative Organization Administrative Policy Administrator Role Case Studies County Officials Intermediate Administrative Units Occupational Information Organizational Effectiveness Program Evaluation Questionnaires Rural Schools State School District Relationship State Standards Superintendents Duties of 46 county school superintendents in Oklahoma were analyzed and educational benefits of statutory provisions and additional activities were evaluated. Questionnaires, telephone and personal interviews, and on-site visits provided data. Statutory duties were found to be present in each superintendent's report and to be mostly clear and pertinent to current educational practice. The duty of evaluation of principals was unclear. Services initiated by superintendents or invited by constituencies were more time-consuming than statutory duties. Services included staff development, cooperatives, library services, and academic contests. Reports from each county provide statistical data including area; income; number of districts, students, teachers, and administrators; summary of duties and responsibilites; and list of additional services. Funding data, school populations, and dependent district characteristics are summarized for all counties. Seventeen recommendations cover utilizing the county superintendent's office in cooperating with the state department of education, administering dependent schools, and meeting additional duties, responsibilities, and functions. Appendices comprise half the report and provide tables, graphs, lists, and maps about county superintendents and dependent districts, survey questionnaire and compilation of responses, funding and students served by county, dependent districts and administrators by county, additional services by county, and rating of educational benefits of statutory duties by county.
