This report includes the principal findings, recommendations, and approach of the study, which collected data through site visits, field meetings, written statistics, and a survey of public, academic, school, special, health, and other libraries in New York State. The recommended redesign alternative, a "mixed system," is discussed at length. The five appendices, which comprise about half of the report, contain summaries of interviews and meetings, statistical data, information on trends in other states, and the survey forms used. (KM)
