Latham, Sheila Bibliographies Consortia Costs Distance Education Educational Needs Foreign Countries Higher Education Library Collection Development Library Collections Library Facilities Library Planning Library Services Library Surveys Student Needs Use Studies Based on a literature search, surveys of student library needs and library collections, and an evaluation of services available from participating educational institutions and local public and school libraries, it is concluded that library support for students enrolled in distance education programs offered through the Chinook Educational Consortium is inadequate. The establishment of a library located in the consortium's teaching center is determined to be the most feasible solution, and recommendations, along with cost estimates, are provided for proposed collections, services, and facilities and equipment. Additional recommendations are provided for improving the off-campus services of cooperating academic libraries. The following material is included in eight appendices: (1) Off-Campus Library Services--An Annotated List of Works Published since 1975; (2) 1984-85 Program Enrollments; (3) Survey of Student Library Use; (4) Community Library Services; (5) Canadian Off-Campus Library Services Survey; (6) Association of College and Research Libraries Guidelines for Extended Campus Library Services; (7) Educational Consortium Library Collections and Services Questionnaire; and (8) A Basic Library Collection for the Chinook Educational Consortium.
