The first covers characteristics of Wisconsin affecting library services and includes a population profile, an examination of economic indicators, and a review of trends in education. A section on the Division of Library Services highlights facets of the division's services, including the Bureau for Library Development, the Bureau for Instructional Media and Technology, the Bureau for Interlibrary Loan and Resource Sharing, contract services, state advisory bodies, major legislative activities in 1985-86, and publications. The third section lists goals for the areas of resource sharing, legal access, improving services, users with special needs, state institutions, and physical facilities; and the fourth provides detailed objectives and background information for each of the six goals. The final section focuses on the Library Services and Construction Act (LSCA) and includes general LSCA policies and procedures and LSCA projects approved for fiscal 1986. (KM)
