Beginning Teachers Certification Classroom Observation Techniques Elementary Secondary Education Evaluators Film Libraries Higher Education Item Banks Master Teachers Measurement Techniques Scores Scoring State Programs Summative Evaluation Teacher Centers Teacher Effectiveness Teacher Evaluation Testing Programs The Teacher Evaluation and Assessment Center (TEAC) was established by the Department of Education at the University of South Florida in 1984 to serve the state in the certification of trainers and observers of the Florida Performance Measurement System (FPMS) and to score and report performance evaluations for special programs. This report describes 1985-1986 TEAC activities in three areas: (1) scoring and reporting results of examinations and observations for the approval of FPMS trainers and observers; (2) scoring and reporting Master Teacher Program observations; and (3) scoring observations and building data tapes for the Beginning Teacher Program. Recommendations to improve the instrumentation, testing and scoring procedures, and data collection and dissemination are presented. The TEAC provided for the production, maintenance, and security of a large library of over 500 criterion videotapes and an automated bank of examination questions. A total of 4,900 observers/trainers completed the approval process for the FPMS summative instruments and 859 completed the approval process for the Student Services instrument. A total of 5,515 candidates were assessed for the Master Teacher Program. Over 6,700 screening observations were collected from 47 school districts for use in the Beginning Teacher Program study. Appendices include: (1) a list of FPMS criterion videotapes; (2) assessment material ordered by county, type, and month for 1985-86; (3) examples of FPMS feedback to observer and trainer; (4) number of approved observers and student services observers by county and type of application; (5) procedures for Master Teacher Program; and (6) Master Teacher Program 1985-86 raw score distributions and percent of applicants in upper quarter of instrument distribution by district.
