Butler, John Academic Libraries Comparative Analysis Cost Effectiveness Efficiency Higher Education Library Collection Development Questionnaires Records (Forms) Scientific and Technical Information Use Studies User Satisfaction (Information) This report describes a study designed to evaluate and compare the provision of National Technical Information Service (NTIS) documents to users of the McKinney Engineering Library at the University of Texas through Selected Research in Microfiche (SRIM), a standing-order, collection-building service, with the provision of documents through QuikORDER, an online, on-demand, document delivery service. The factors of use, cost, and effectiveness of both methods are examined through a review and interpretation of actual cost and usage data; and it is concluded that, despite slower turnaround time, QuikORDER document delivery is more cost-effective than SRIM collection building and should remain reliably cost-effective over the next 20 years. Recommendations are presented for continuing document delivery and for measuring and documenting user satisfaction with the document delivery system to identify areas for future improvement. Nine appendices include: (1) graphic presentations of additional data from the NTIS document delivery program; (2, 3) information about NTIS and QuikORDER; (4, 5) samples of resources used to measure the cost of the SRIM and NTIS services; (6) correspondence between the University of Texas and NTIS; (7) an NTIS fill rate survey and a sample NTIS citation; (8) interview summaries; and (9) a study status report.
