This revised pamphlet was written to help new board members carry out their responsibilities. The first chapter outlines board members' authority as elected state officials, policymakers, and representatives in the educational governance chain. Chapter 2 describes board meeting procedures, including selection of officers, the Sunshine Law (the Open Public Meetings Act of 1975), group and individual member rights, the committee system, and basic parliamentary procedure. Chapter 3 explains the board's relationship with school executives and important facts concerning staff evaluation, management team-building, superintendent selection, and the chain of command. Chapter 4 treats curricular matters, while chapter 5 discusses student rights related to corporal punishment, freedom of speech, student records, searches, and special education. Chapter 6 discusses budgetary matters, and chapter 7 handles building and maintenance functions. Chapter 8 is devoted to labor relations, highlighting collective bargaining, negotiating teams, contract administration, and related procedures. Chapter 9 discusses public relations issues, and chapter 10 describes the New Jersey School Boards Association's functions and services. (MLH)
