Advisory Committees Federal Aid Financial Support Government Role Grants Guidelines Library Planning Public Libraries State Programs Produced by the Wisconsin Department of Public Instruction's Division for Library Services (DLS) for use by applicants for Library Services and Construction Act (LSCA) grants, this guide describes the funding categories and priorities, requirements and criteria by which grants are rated, and the grant review and award process. Recommendations of both the LSCA Advisory Committee and the DLS staff are reflected in these guidelines, as well as changes in federal funding levels and state priorities as indicated in the companion volume, "Long-Range Plan for Library Services in Wisconsin 1987-1992." This manual provides a summary of the procedures for applying for an LSCA grant; a legislative chronology of LSCA; an outline of the six titles of LSCA and the purpose(s) of each title; a description of LSCA grant program eligibility; a summary of the projected LSCA budget for 1988-89; a description of the LSCA Advisory Committee membership requirements, functions, and responsibilities; a listing of members of the LSCA Advisory Committee; a list of DLS staffmembers who can assist with grant ideas and applications procedures; the LSCA TItle I and Title III schedules for 1988-89; the LSCA Title II schedule for 1988-89; and descriptions of grant categories for 1988-89, the grant process and procedures, and policy on conflict of interest. The appendix contains forms that are used for LSCA programs. (CGD)
