Access to Education College Libraries Distance Education Foreign Countries Higher Education Interlibrary Loans Library Expenditures Library Services Off Campus Facilities Public Libraries This report presents the results of an on-site investigation of the provision of library services to distance education students in Canada, which was conducted to obtain information for use in developing a similar program for the off-campus higher education program offered by the National Institute for Higher Education (NIHED) in Ireland. Descriptions of the provision of library services to off-campus students at eight Canadian institutions are based on visits to those institutions, i.e., the University of Ottawa, Lakehead University, Brandon University, Athabasca University, the University of Victoria, Simon Fraser University, the Open Learning Institute, and the University of British Columbia. Information from the University of New Brunswick, Trent University, and the University of Manitoba is also included in the study. The common components of these off-campus library services are detailed, and cost factors are discussed. Several proposals for the provision of off-campus library services for the NIHED are made, and a proposal to allow access to the collections of the NIHED library by off-campus students via mail or telephone is recommended, based primarily on constraints imposed by economic factors and the size of the NIHED library. Finally, the costs of providing services based on the recommended proposal are projected. A 15-item bibliography and a 34-item list of additional references are provided. (EW)
