It provides advice on how to begin looking for services provided in a state or locality and where to write for additional help if a problem is encountered. Specific sections summarize program components and services for: (1) developmental disabilities; (2) vocational rehabilitation and independent living; (3) education (Head Start, schools for the blind and deaf, library services for special groups, and federal student financial aid); (4) employment (federal jobs, federal job information centers, state and local government jobs, the Job Training Partnership Program, and Small Business Administration programs); (5) financial assistance (social security disability insurance benefits and supplementary security income); (6) medical assistance (Medicare, Medicaid, Crippled Children's Services, and the Early Periodic Screening, Diagnosis and Treatment Program); (7) civil rights (Office of Civil Rights, Office of Federal Contract Compliance, and the Architectural and Transportation Barriers Compliance Board); (8) housing (loans and rent assistance); (9) tax benefits; and (10) transportation (air and rail).
