Cooperative Planning Government Role Guidelines Library Administration Library Cooperation Library Networks Library Services Long Range Planning Master Plans Questionnaires Shared Library Resources State Libraries State Programs Statewide Planning Worksheets This long-range plan was prepared to satisfy the requirements of the Library Services and Construction Act (LSCA; Public Law 98-480) and to guide the Texas State Library and Archives Commission in the fulfillment of its statutory mission. The plan provides a framework for the establishment or expansion of programs to carry out the purposes mandated by the state and federal governments. The first four chapters provide an overview of the Statewide Library Development Program of the Texas State Library, including an assessment of the current situation of libraries in Texas and goals and objectives for improving library services in Texas in the coming years. More detailed information on the library development program is provided in the appendixes, which include materials on the Automation and Resource Sharing Plan (for fiscal years 1989-1991); Evaluation and Criteria (guidelines, forms, and reports for projects included in the annual program); Dissemination of LSCA Information; Coordination of LSCA Programs with Institutions of Higher Education and Public Schools; and policies and procedures for the allocation of Title I, Title II, and Title III funds.
