Adult Literacy Federal Aid Library Facilities Library Networks Library Services Long Range Planning Needs Assessment Public Libraries State Aid State Legislation State Libraries State Programs This paper describes the programs to be undertaken in the State of California for fiscal years 1989-1993 pursuant to the Library Services and Construction Act (LSCA). Introductory materials review the LSCA, the State Advisory Council on Libraries, the state's growth and development, a Legislative Statement of Intent, and the State Library's mission statement. A needs assessment prepared from several recent studies and reports is then presented, followed by a description of state and local resources including four types of libraries--public, state institutional resident, academic, and special--and networks. Plans for the use of federal funds and administration of grants under Titles I, II, and III are detailed, and implementation of LSCA priorities in these three titles are described. The evaluation of programs, dissemination of program information, and coordination of projects are also reported. Criteria for allocating funds for Titles I-III are described under the following categories: library services; library construction; and interlibrary cooperation, networking, and resource sharing. Although Titles IV and VI are not administered by the State Library, they are briefly discussed in terms of the State Library's interest in encouraging their activities. Five appendixes are included: (1) a listing of California public libraries; (2) a map of California library systems; (3) a directory of California library associations, networks, and systems; (4) a statement of policies for the award of LSCA Titles I and III; and (5) 25 references.
