Payne, Judith And Others Ethnic Groups Information Services Library Role Public Libraries Racial Factors State Libraries User Needs (Information) Based on a study undertaken for a conference on the implications of California's increasing ethnic and racial diversity for the state's public libraries, this paper was prepared to serve as a background paper for the conference and provide a context for the conferees' deliberations. The first of eight sections describes an analytical study that considers whether a problem exists and if there are barriers to minorities, and describes the research methodology. The second section summarizes the methodology, including the analytical framework used to examine how libraries work, and the third section provides background information on public libraries in California today. The fourth section provides a profile of the state's ethnic and racial composition in 1985 and in 2000 in relation to public libraries. Sections 5 and 6 assess libraries' adaptation policies vis-a-vis the communities' characteristics and the systematic obstacles that libraries face when they attempt to adapt to diversity. Responses to these obstacles are suggested in the seventh section, and the eighth poses questions about the ways in which libraries serve California's racially and ethnically diverse public. Three appendixes include: (1) ethnic and racial profiles of California counties, 1985-2000; (2) a list of members of the study committee; and (3) maps showing the distribution of minority groups.
