Chapter 1 provides introductory information on the recent approval of CSCC's change of status from a technical institute to a community college, the college's mission statement, and an organizational chart. Chapter 2 demonstrates that significant portions of CSCC's service area are underserved by the present system of higher education, including adult residents of Clark and Champaign counties, high school graduates, minorities, and current Clark Technical College (CTC) students. Chapter 3 explains the planning process used at CSCC, which involved the use of external consultants and site visits to other colleges and universities. Chapter 4 examines efforts to establish articulation agreements with other colleges in its area and explains CSCC's articulation strategy. In chapter 5, strategies for meeting the student development needs of underserved populations are presented. Chapter 6 reports on the development of new degree programs, including sections on curriculum development and course offerings in the Division of Arts and Sciences. Chapter 7 focuses on fiscal needs and resources in terms of personnel, the library, facilities, equipment, laboratories, and projected enrollments and revenues. Finally, chapter 8 presents an evaluation plan. (JMC)
