The methodology of the current study is then described, and the mission and services of library systems identified by the study are discussed under five headings: (1) Enhancement of Library Services; (2) Performance of Library Operational Functions; (3) Direct Services to Users; (4) Support of Library Development; and (5) Enhancement of Cooperation and Communications. Basic library system services are outlined for public library systems (PLS), reference and research library resources systems (RRLRS), and school library systems (SLS). Findings on intersystem relationships and cooperation are also reported, as well as the governance of library systems, library system funding, and state-level responsibility. The major conclusions of the study are presented under the headings of the Role of Library Systems in New York State, Performance of Library Systems, Economies of Scale of Library Systems, Gaps in Services and Funding, Balancing Local Autonomy and Accountability, and The Need for Continued Cooperation. The report concludes by listing the study's major recommendations in the areas of library system services, structure and intersystem relationships, governance, funding, measurement, and state-level responsibility.
