The framework demonstrates how the review process can be adapted to meet the particular needs of the library while remaining within the PACCR guidelines. It consists of both content and process elements, including an overall philosophical approach, functions and services to be reviewed, groups and individuals to be consulted, and other details. The framework indicates where procedures are needed rather than prescribing specific procedures. Three particularly significant topics in developing the framework were identified as the PACCR review process, evaluation processes generally, and the opinions of library staff as defined by reviews of PACCR documents. The literature on evaluation processes is described and discussions and interviews with library staff are included. The proposed framework is appended. Seven figures accompany the text.
