Audiovisual Aids Computer Uses in Education Elementary Secondary Education Federal Aid Federal Programs Library Collection Development Mathematics Materials Program Descriptions Reading Skills School District Spending Shared Resources and Services Study Skills Textbooks In 1974, Title IV of the Elementary and Secondary Education Act (PL 93-380) was amended to provide for the consolidation of certain educational programs for public and private schools into two parts, B and C. Part B consists of school resources and educational materials; testing, counseling, and guidance; and financial assistance for the strengthening of instruction. Part C covers supplementary centers and services; strengthening the leadership resources of state and local educational agencies; dropout prevention; and school nutrition and health services for low income families. This report features exemplary projects that fall under Part B of the amended PL 93-380. The data reported for these projects are derived from annual reports for fiscal years 1976 through 1978 from 50 states and seven jurisdictions: American Samoa, the Bureau of Indian Affairs, the District of Columbia, Guam, Puerto Rico, the Trust Territory of the Pacific Islands, and the Virgin Islands. It was concluded that: (1) state and local education agency personnel adjusted well to the consolidated program; (2) this program afforded new opportunities for cooperation among federal program administrators and specialists in various fields and instructional services; and (3) the instructional materials, equipment, and testing, together with counseling and guidance services, contributed greatly to the goal of the Elementary and Secondary Education Act, i.e., to improve educational quality and opportunity.
