Each plan is identified by the descriptive terms "mandatory" (certification required by law--23 states), "permissive" (certification sanctioned by state law, but not compulsory--2 states), or "voluntary" (certification with no legal basis, generally sponsored by a state library association--5 states). The remaining 20 states with no certification law or plan are also listed. (GL)
