Course Descriptions Curriculum Development Demonstration Programs Disadvantaged Higher Education Library Development Library Education Library Planning Library Services Program Evaluation Public Libraries In 1967 the School of Library and Information Services of the University of Maryland received a grant from the U.S. Office of Education for a demonstration project to prepare students for service to socially and economically disadvantaged groups. The innovative core of this program was a laboratory library located in one of the black ghettos of Prince George's County, Maryland. The planning and development of this library raised unsettling questions about the usefulness of library education to persons who seek to make a public library a strong educational and social force. The efforts to create a meaningful service to a disadvantaged black community often overstepped prevailing views of professional boundaries, brought several agencies into conflict, and challenged the curriculum and admissions policies of the Library School. However, student responses to the High John Library attested to its value as an integral part of professional education. In his evaluation, Miles Martin discusses the shortcomings in library research and education which the library revealed. He places considerable value upon the High John Library as an example of a "link pin organization" which provides the opportunity and environment for discovering and implementing change in librarianship while evaluating the process. This report provides information on the origin and leadership of the project, the establishment of the service as a laboratory, the academic program, and the students, as well as a critical review and analysis of the project, an evaluation and conclusions, eight appendixes, and five references.
