Library Facilities Library Role Library Services Library Statistics Lifelong Learning Outreach Programs Preservation Regional Libraries Shared Library Resources Special Libraries State Legislation State Programs A 1990 New York State Assembly bill requiring a $27.7 million increase in the local assistance budget for libraries for 1990-1991 reflects the priorities of the 1990 New York State Regents Legislative Program for Libraries and the State Department of Education to promote "better beginnings" for New Yorkers. The bill would increase aid for public library systems, reference and research library resources systems, school libraries, and other libraries. Increases would also be made for local aid, central library aid, and such library system programs as services to correctional institutions and coordinated outreach. Literacy programs and public library construction programs would receive statutory funding beginning in 1990-1991. A new program to improve and extend library service to parents and children through community libraries would be funded at $1 million. An additional $1.1 million would provide $50,000 to each public library system to offer technical assistance and support for coordinated programs to parents and children. Increases would also be made for Indian libraries, the New York Public Library Research Libraries, the Schomburg Center for Research in Black Culture, and the New York Public and New York State libraries for the Blind and Physically Handicapped. The bill would provide funds for automation in public and school library systems. In addition, an effort would be coordinated to preserve and conserve information resources unique to the state. (SD)
