The plan provides a framework for the establishment or expansion of programs to carry out the purposes mandated by the state and federal governments. The first four chapters provide: (1) an overview of the Statewide Development Program of the Texas State Library; (2) an assessment of the current situation of libraries; (3) the goals and objectives for improving library services in the coming years; and (4) cost estimates are given to close the gap between current levels of service and standards. The appendixes following Chapter 4 provide more detailed information about: (1) the Automation and Resource Sharing Plan; (2) Library Automation Standards; (3) Evaluation and Criteria (guidelines, forms, and reports); (4) Dissemination of LSCA Information; (5) Coordination of LSCA Programs with Institutions of Higher Education and Public Schools; and (6) policies and procedures for allocating LSCA Title I, Title II, and Title III funds.
