It also addresses the major stages of a building project from needs assessment, planning, and design, to construction and occupation. Although the handbook focuses on community libraries serving populations of about 25,000 (which are predominant in Wisconsin), the information provided is intended to be useful regardless of the size or nature of the building process. While the 1978 edition of this handbook was targeted to a Wisconsin audience, the current version has reduced its emphasis on Wisconsin-specific issues. The focus has not been eliminated, however, and references are made to Wisconsin statutes and regulations. Readers outside Wisconsin must be aware that laws in their states governing the powers of the library board, architect selection, or the construction bidding and contract awards process may differ. It is noted that readers may read the chapters in order or focus on particular chapters. (54 references) (SD)
