Ways in which a library may advance literacy and serve patrons for whom English is a second language are also suggested. Some positive developments in the field of literacy are noted, including the adoption of workplace and family literacy programs, increased federal and state funding of literacy programs, public awareness of literacy issues, and television coverage of literacy programs. This guide includes a literacy coalition sample organization chart and an application checklist for Library Services and Construction Act (LSCA) grant funds. (MAB)
