Demography Disabilities English (Second Language) Federal Programs Library Administration Library Development Library Networks Library Planning Library Policy Library Services Library Standards Literacy Education Long Range Planning Low Income Groups Needs Assessment Policy Public Libraries State Libraries State Programs User Needs (Information) This long range plan, which was prepared in compliance with the Library Services and Construction Act (LSCA), begins with an overview of the library public and the state library agency in Louisiana. Identification of needs and action plans are presented in the following goal areas: (1) improving state library administration; (2) extending services to unserved groups; (3) improving services in geographic areas where they are inadequate; (4) extending services to low-income families in urban and rural areas; (5) providing literacy programs for undereducated adults; (6) improving services to special population groups, including the blind and physically handicapped, the institutionalized, and senior citizens; (7) strengthening the capacity of the state library; (8) strengthening major urban resource libraries; (9) improving services to persons with limited English-speaking ability; (10) constructing and improving public library facilities; and (11) establishing and developing library networks. The report lists staffing needs, size of book collections, and the percent of non-English speaking persons by parish. A Louisiana State Library organization chart, maps displaying demographic information, a directory of State Advisory Council on Libraries members, and an outline of LSCA highlights are appended.
