An explanation of the bill and committee views is then provided; highlights include general provisions, the National Education Research Policy and Priorities Board, national research institutes, the national education dissemination system, the National Library of Education, leadership for education technology, Congressional Budget Office cost estimate, and a section-by-section analysis.
