Section I discusses major developments taking place among LSCA Title VI projects and includes selected examples. Section II discusses the characteristics common to most of the LSCA Title VI projects. Section III provides an exhuastive list of literacy activities culled from all of the projects, and Section IV presents descriptions of each project. The projects are listed alphabetically by state, giving the name of the library, its location, the director's name, the funded amount, and the activity codes. The last section, section V, presents an analysis of FY91 applications and grantees, and provides statistics on the applications received and funded. (GLR)
