Mulford, Carolyn Abstracts Access to Information Case Studies Census Figures Computer Networks Cost Effectiveness Economic Factors Federal Government Futures (of Society) Government Role Information Dissemination Information Management Information Technology Library Role Policy Formation Public Policy State Government Technological Advancement This report contains summaries of papers presented at the annual forum of the Federal Library and Information Center Committee (FLICC) of the Library of Congress. Introductory and special remarks were delivered by FLICC Executive Director Mary Berghaus Levering, Associate Librarian for Constituent Services of the Library of Congress Donald C. Curran, and Librarian of Congress James H. Billington. These are followed by two keynote addresses: "Congressional Policy Initiatives Regarding Availability of Federal Government Information and the Role of the Joint Committee on Printing" by Charlie Rose, and "A Vision of the Future," by Mitchell Kapor. The following papers were also presented: (1) "Public Access in Government and Its Cost" (Gary D. Bass); (2) "Dissemination of Electronic Government Information: New Role for Old Players" (Robert E. Kahn); (3) "The Changing Information Marketplace: Government and Industry Roles, Government Perspectives" (Joseph E. Clark); (4) "Industry Perspectives: Keeping Access to Government-Produced Information Open--The Fallacy of Information as a Government Profit Center" (Gerald E. Yung); (5) "Census Data Case Study" (John C. Kavaliunas); (6) "The Patent and Trademark Office Example: Managing Massive Amounts of Data and Delivering It to the Public" (Thomas P. Giammo); (7) "State Government Innovations in Managing Electronic Information" (Ed Levine); (8) "The European Community Information Policy Program" (Colin Hensley); (9) "Emerging Roles for Libraries and Information Centers" (Thomas J. Galvin); (10) "New Linkages for Library Resources" (W. David Penniman); and (11) "Developing Government Information Inventory Locator Systems" (Charles R. McClure). Panel discussion topics and moderators included the following: "Current Policy Issues Relating to Government Information" (George B. Trubow); "Case Studies--Problems, Priorities, and Challenges" (Toni Carbo Bearman); "Changing Information Infostructure" (William W.
