The following five major development goals were identified for the 1994-1997 period: (1) improve library services and increase library resources through financial support; (2) make materials and information more easily available to patrons by encouraging sharing of library resources; (3) extend library service into unserved rural areas; (4) provide needed training and information for librarians and administrators; and (5) enhance services to persons with special needs. The first four sections give an overview of the development program, providing an assessment of the current situation of libraries in Texas and defining the goals and objectives for improving library services. Cost estimates are given for raising the current level of services to meet standards. The appendixes following the fourth section provide more detailed information, including an automation and resource sharing plan, library automation standards, and general guidelines for reciprocal borrowing. Seven other appendixes deal with evaluation and allocation of funds. Five tables and 59 figures illustrate the description of the plan. (Contains 7 references.) (SLD)
