Adult Basic Education Cooperative Programs Correctional Rehabilitation Criminals Education Work Relationship Educational Cooperation Job Development Literacy Education Program Development Program Effectiveness Recidivism JurisLIT was a literacy training effort operated jointly by the Sacramento County Probation Department, the Sacramento County Office of Education, the Los Rios Community College District, and the Superior and Municipal Courts of Sacramento County from March 1990 to March 1994. The program required selected probationers aged 18-30 to participate in literacy training programs. Later, high school requirements and General Educational Development (GED) programs were added and, in some cases, some individuals enrolled in colleges or trade schools. Its greatest accomplishment was the collaborative relationship that was established. The number of offenders who learned to read and write, received high school diplomas or GED certificates, and obtained employment indicated success. However, the number of participants who violated their probation and the lack of any statistically significant reduction in recidivism demonstrated that the program did not meet all its objectives. A job development program was established that performed assessment of the probationers' interests, job skills, educational level, and motivation for success. Emphasis was placed on gaining employment skills in job workshops. As part of the program, library resources for correctional facilities were assessed, and educational programs for offenders were identified. Evaluation findings indicated no short-term effects of participation in literacy training on recidivism. (YLB) |
