"The Governance of Systems," chapter two, examines governance at the regional and state levels. Chapter three, "System Funding and System Services," discusses distribution of funding, systems performance measures, and direct and indirect costs of 1996 system operation grants. Financial and performance management, planning for system services, other operational areas, and contract and reporting dates calendars are the topics of Chapter four, "The Administration of Systems." Chapter five, "Essential Documents for System Management," examines state documents and system working documents. An appendix outlines roles and responsibilities of advisory council members. (MAS) |
