The project's objectives were to: recruit functionally illiterate adults and provide reading instruction to improve literacy skills; recruit and train 65 additional volunteer tutors and match them with functionally illiterate adults for instruction; support tutor and student participants; and maintain a process by which participants can be phased into adult education classes. The report describes the extent to which these objectives were met, discusses problems and particular successes, and makes recommendations for service improvement. Substantial documentation from the project is appended. (MSE)
