The focus of this report is on projects that mean to provide widespread access over the Internet to large historical pictorial collections, using an expandable base of digital files on a server. Topics addressed include: how the use of digitized surrogates can differ from, as well as complement, the use of original primary resource materials; criteria for selecting items and collections for digital conversion; associated issues raised by providing digitized access over the Internet, including fair use, reproduction rights, and the creation of bibliographical records for digital images; and implications for preservation.
