Adolescents Childrens Libraries Disabilities Guidelines Library Planning Library Services Program Development Public Libraries Special Needs Students Special Programs State Programs Youth Programs This document provides guidance and practical suggestions for Wisconsin public libraries in ensuring that all youth will have convenient and equitable access to materials and technology at public libraries to meet their informational, educational, cultural and recreational needs. The body of the document is the plan itself, which includes goals, objectives, and possible activities for public libraries, public library systems, and the Division for Libraries, Technology, and Community Learning of the Wisconsin Department of Public Instruction. Public libraries are the primary focus of the plan, and specific activities are described that public libraries can consider in efforts to improve library services to youth with special needs. In addition to the plan itself, statewide demographic data are given for comparison with local service areas. The plan is based on results of a March 1998 statewide conference; in conjunction with the task force members' thoughts about societal trends and their implications for public library service, the summary of the conference results is given. All sections offer topics for discussion and exploration at librarian and board of trustees meetings, or in talks with possible agency partners in the community. Appendices include survey form and results; selected collaboration resources; Library Services and Technology Act projects for youth with special needs; and a bibliography. (AEF)
