- Library Services and Technology Act. Massachusetts Long-Range Plan, 1998-2002. Access to Information Financial Support Grants Libraries Library Funding Library Planning Library Services Objectives State Programs Strategic Planning Tables (Data) This Massachusetts Long-Range Plan was developed to set broad strategic direction for the use of Library Services and Technology Act (LSTA) funds, to inform Massachusetts libraries of these directions, and to meet the statutory requirement. This plan details specific goals and objectives that support the stated mission: to provide every resident of Massachusetts with equal opportunity to access information resources. A background section provides a statistical overview of the Massachusetts general population and its libraries, regional library systems, automated resource sharing networks, and other aspects of the library community. A section on needs assessment describes the focus group methodology and presents highlights of focus group findings for users and nonusers and library professionals. Following a missions statement, six goals are listed in priority order, with each goal listing objectives and strategies for implementation. The next section provides information on priorities, policies, procedures, and evaluation. Appendices include eligibility requirements for participation as a member of a regional library system; long-range plans; and long-range plan component definitions. (AEF)
