Recommendations of the American Library Association are summarized. The philosophy that supports some of the policies surrounding the advocacy of information literacy in the United States is discussed. Roadblocks to information literacy in developing nations (e.g., illiteracy, lack of publishing, lack of recognition of the importance of information, governmental instability, and lack of understanding between cultures) are then examined, with a view toward exploring alternative routes to information literacy.
