Academic Standards Accreditation (Institutions) Community Colleges Educational Administration Educational Improvement Educational Needs Educational Planning Educational Policy Educational Practices Educational Quality Institutional Evaluation Quality Control School Effectiveness Standards Two Year Colleges This report represents the findings of the evaluation team that visited San Joaquin Delta College on March 25-28, 1996 for the purpose of validating the college's application for reaffirmation of accreditation. Overall, the team was impressed with the high level of quality inherent throughout the college. However, the team identified a number of institutional shortcomings relative to the accreditation standards. Findings are detailed in the responses to the recommendations of the previous team, observations, conclusions and recommendations under each of the eight standard areas, which are institutional integrity, purposes, planning and effectiveness; educational programs; student services and the co-curricular learning environment; faculty and staff; library and learning resources; physical resources; financial resources; and government and administration. The most serious shortcomings which must be addressed by the college are outlined as follows: The college has made little or no progress in responding to many of the recommendations identified in the 1990 Accreditation Evaluation Report. Because of conflicts over shared governance, a growing list of planning, evaluation, and decision-making issues are not being effectively addressed. A systematic and integrated process of planning and evaluation, which involves all segments of the campus community and influences the acquisition and allocation of resources, does not exist. (VWC)
