Brief answers to specific questions on program characteristics, potential for duplication, coordination efforts, and available information on fraud, waste, and abuse are provided in the body of the report. More detail is provided in appendices for these four areas. Appendix 1 "Program Characteristics" tabulates characteristics for 35 programs that can fund technology. The tables in Appendix 2 "Potential for Duplication" present program goals, activities, and targeted recipients, illustrating how the potential for duplication is limited. Appendix 3 "Coordination Efforts" outlines coordination efforts of the Office of Educational Technology (OET) and the White House Office of Science and Technology Policy (OSTP). Appendix 4 "Information Available on Potential Problems of Fraud, Waste, and Abuse" shows how there is no evidence in the Education, Commerce, and Agricultural Offices of Inspector General (OIG) reports of systemic or widespread problems. Other appendices include comments from the Departments of Agriculture, Commerce, and Education and from the National Endowment for the Humanities. Eleven tables present statistics. (AEF)
