The statement by Cynthia M. Fagnoni, managing director of education, workforce, and income security issues at the U.S. General Accounting Office, assesses progress in meeting work-focused TANF goals, paying special attention to the need to emphasize and enhance work-based strategies and the need to foster and facilitate improved management and service delivery by states. The statement by Christine Dever, an analyst in social legislation at the Library of Congress' Congressional Research Service, examines the impact of policies designed to promote work and summarizes what is known about the circumstances of families who have left welfare. The statement by Mark Greenberg, a representative of the Center for Law and Social Policy, discusses the problems faced by families while enrolled in the TANF program and after leaving it. The statement by Robert Rector, a representative of the Heritage Foundation, examines the economic, social, and other effects of welfare on families. Also included are the submissions from the Association for Children for Enforcement of Support, Inc., and the Coalition on Women and Job Training. (MN)
