The Minnesota Higher Education Services Office is a cabinet-level state agency that provides prospective and current post-secondary students with financial aid programs, services and information. The agency collects and reports state-wide higher education data, negotiates and administers interstate tuition reciprocity programs and facilitates collaboration among higher education provides on technology and library resources. In 2003, the Minnesota Legislature made several changes to the program parameters of the Minnesota State Grant Program in the face of budget constraints to enable the program to meet its financial obligations to students. The legislation directed the Higher Education Services Office by January 15, 2004 and November 30, 2004 to report on the impact on students of the changes in financial aid policies made by the act (Laws of Minnesota 2003, Chapter 133, Article 1, Section 1, Subdivision 14). This report examines the impact of these changes on students and provides an annual spending estimate for each change. The results identified in this report are consistent with the estimated effects discussed in spring 2003 prior to final legislative decisions. A list of the modifications made to the Minnesota State Grant Program and the estimated impact are included in this report. The following is appended: Design for Shared Responsibility. |
