Complementary Learning in Action Goss, Claire Brown Bouffard, Suzanne Early Childhood Education Prevention Community Involvement School Community Relationship Children Partnerships in Education Cooperation This report highlights Multnomah County's (Oregon) SUN Service System, an antipoverty and prevention effort that connects educational, social, health, and other services under one umbrella. The SUN model of combining educational, social, and health supports is rooted in a strong history of community involvement and partnerships in Multnomah County. For decades, Multnomah County and the City of Portland each had an independent history of collaborating with local schools to serve children and families. Initiatives coexisted but were not aligned and, in some ways, duplicated efforts. From dialogs begun in the 1990s, in 2004, the county shifted to a single aligned system that coordinates a variety of supports, such as housing and energy assistance; homelessness prevention services; mental health and health services; library services; and early childhood programs. Creating and maintaining a complex system of services has taken years of planning, learning, negotiating, and adapting. SUN leaders stress that the system was not created overnight and that it has taken a strong commitment to partnership at every level, created and sustained by communication. As the initiative grows, ongoing communication continues to be central to promoting the well being of Multnomah County's children and families.
