The reform reveals an interesting picture of Vietnam's higher education system, in which two development visions--a "market-led" vision and a "socialist-oriented" one--find common ground on shaping a "pragmatic dualism" in the modernization of higher education. The dualistic policy originated in a contributive debate between reformers and traditionalists inside the Vietnam Communist Party and the influence of international players who call for Vietnam to adopt a restructured program in higher education. Three main aspects that clearly reflect the dualistic policy are: diversification of institutional forms, institutional autonomy, and international cooperation. This study includes both qualitative and quantitative research. Data collection and library research were conducted at universities in New York City and London, and in the archives of the Vietnam Ministry of Education and Training. Two comparative case-studies on undergraduate curriculum and history textbooks are also included. [The dissertation citations contained here are published with the permission of ProQuest LLC.
