Statistical Analysis Elementary Schools Religious Education Protestants Private Schools Disabilities Special Needs Students Principals Administrator Attitudes Barriers Special Education Equal Education Educational Quality Online Surveys Inferences Correlation Individualized Instruction Multiple Intelligences Inclusion Statistical Significance The problem identified in this quantitative descriptive study is that many Wisconsin Evangelical Lutheran Synod Lutheran Elementary Schools (WELS LES) are not adequately prepared to teach all students with special needs. The purpose of the study was to identify principals' perceptions of, and potential barriers to, the successful implementation of special education services in WELS LES. During the 2011-2012 academic year, a survey was developed for the study, pilot tested, and administered through an online service, Survey Monkey. The survey responses, yielding a 27.5 percent response rate, were analyzed using the Survey Monkey data analysis tools and SPSS 19.0 software to examine inferential and descriptive data. The survey examined the relationship between principals' perceptions regarding the implementation of special education, differentiated instruction, multiple intelligences, and inclusion at WELS LES. At statistical significance levels at a < 0.05, chi square goodness-of fit tests revealed that a relationship does exist between principals' perceptions and the implementation of special education, differentiated instruction, multiple intelligences, and inclusion at WELS LES. In addition, this study revealed that the number of available resources and teaching staff with a degree or certification in special education is not sufficient for the successful implementation of special education at WELS LES. After examining the findings recommendations include, but are not limited to, a repeated study including WELS Early Childhood Ministries and high schools and the creation of a lending library, specifically for special education resources, available for WELS schools across the nation.
