Using a descriptive survey, the study focused on three academic libraries in Southeastern Nigeria serving a population of 11,996 undergraduate and postgraduate student library users, 592 of whom answered a questionnaire. The study relied on questionnaires, interviews, and observation checklists for data collection. Means, frequency counts, and percentages were used to analyze the data. The study recommended that libraries should make the reading spaces and environment in government document sections more comfortable and that government document libraries should engage fully in online subscriptions to government publications.
