The author conducted expert interviews with related individuals and analyzed the content using Steps for Coding and Theorization (SCAT). The results show that the Licensure Examination for Librarians and librarian's licensure system have a great impact on society's recognition of the librarian position as a profession. However, this has also created a shortage of licensed librarians in the workplace. Concerned organizations should cooperate in managing the examination and licensure system.
