Here, they describe the University of South Carolina's digital library development. The cost associated with building and maintaining the digital collections seems to have been worth it based on the feedback that they have received from the faculty and other universities about the content and design of their collection. From being a featured collection on the CONTENTdm site they have also received suggestions, comments, and questions from other institutions that are looking to start their own digital collections. The site has been more geared toward browsing, with the search button all the way down at the bottom of the page. Hopefully, this will encourage more usage and future funding so the collections can continue to grow. Moreover, tips for a low-budget program are also presented.
