- Starting from Scratch: The Decisions, Policies, and Procedures behind Central Piedmont Community College Libraries' Serials Module Arnold, Jennifer College Libraries Libraries Library Services Library Instruction Holistic Approach The Central Piedmont Community College Libraries moved from a separately maintained periodicals holdings list to a fully-integrated serials module. Establishing the serials module from scratch required the library to make a series of interrelated decisions beyond the realm of serials management and control. The implications of the serials module for collection development, cataloging, public services, bibliographic instruction, and systems administration raised significant issues that became a part of the underlying foundation of both the serials module and the CPCC Library's philosophy of serials management and control. The serials module also necessitated the employment of project management techniques, the creation of new policies and procedures, and an enhanced level of communication between library departments.
