"The real pedagogical conflict is over what comes first: content or thinking skills?" According to Resnick, new brain research leads to the answer: "Studies show that people's ability to remember, analyze, and think critically starts with what one knows. Great thinkers and innovators build on prior knowledge." This concept is crucial to defining education policy to build human capital investment in the 21st century. Building prior knowledge, using the largest and most inclusive, historic, and primary knowledge collections in the world, was what the LOC conference "American Education in the Digital Age and Beyond: A Discussion for the 21st Century" was all about. Blending thinking and content-retainment skills is the goal of the LOC's "Teaching with Primary Sources" (TPS) program. It uses primary sources stored at the U.S. Library to enhance learning at all levels.
