It is in this context that this document has been formulated by International Labour Organization (ILO) in collaboration with the Ministry of Rural Development (MORD), to recommend strategies for strengthening the capacity of Panchayati Raj Institutions (PRIs) in managing maintenance of rural roads. The document broadly covers the current interventions of the Panchayati Raj Institutions (PRIs) in the rural roads sector and strategies proposed for capacity building of PRIs in managing maintenance of rural roads as a gradual approach with technical support of rural road agencies in the states.
